Just found this offer by RuVDS: https://ruvds.com/cheap_vps/

VPS for 30 rubles per month (~$0.45).

  • 1 core of Intel Xeon E5-2660 v4 2 GHz CPU
  • 10 GB of SSD
  • 512 MB of RAM
  • 1 dedicated IPv4 address
  • Unmetered bandwidth

Technical constraints:

  • Only one VPS of this plan per account
  • Not possible to change server configuration
  • No support
  • No SLA
  • Only in Moscow, Russia
  • Powered off server is also billed

Available OS:

  • Debian 9.6
  • Debian 8.5
  • CentOS 7
  • Ubuntu 16.04
  • Ubuntu 18.04

It also doesn't have network censorship.

    It actually shows $0.45/mo but if you select ruble in the top-right menu it is 30 rubles. Additional payment gateways available for ruble payments: VISA/MC, Paypal, Webmoney, Yandex.Money, QIWI.

    The question is, how stable the network is.
    Lately we had russian vps's with rather unstable network.

    @Neonn, the network is surprisingly good, I have 400+ mbit/s to the Europe (Germany, Sweden) but the I/O could be better, not trash though.

    Try to switch to ruble. I paid only 30 rubles with Webmoney. You can register Webmoney and use their WMX (Bitcoin) wallet.

    It looks like, it has software installed, that its not by default installed by debian.
    Such as vpsguard in /usr/bin/vpsguard, no idea about more stuff.

    Me. I want to make sure I can idle a supported version of operating system. You never know when you might get an idling vulnerability or an idling virus; these can waste all achievements of idling, and then take your time to fix it with support tickets.

    hv-kvp-daemon is a stock Hyper-V guest add-on but vpsguard is something from RuVDS indeed.
