You could open a ticket but they might charge you or ask you to use the 14 day cancellation and re-order. If you want a specific location you can ask for it when placing the order. With the cloud product, you select which location you want with a box on on the deployment page.
I've been happy with Falkenstein and have the impression from auction listings that Nuremburg is mostly older servers (opened earlier?) but don't know.

Most US cards do have a fee for foreign transactions. I think mine is around 1%, not too bad given how small my overseas expenditures are (a few LET-range servers). Some expensive premium cards aimed at frequent international travellers get rid of the fee, and advertise this as a premium feature. Better check with your card company.
Edit: wrote transfers instead of travellers by mistake, fixed.
I wanted to update on this, and give a shoutout to @Hetzner_OL support who have been very responsive regarding this issue since getting in to work this morning. I've had tickets open with Linode, Hetzner, and Digital Ocean (given it wasn't clear who was to blame). Hetzner say they have updated their routing. Linode were looking into it, but no confirmed change. DO haven't had much of a look yet, but it seems the problem is solved for them too, and the route is much better.
If anyone has a view on what the likely issue was, I'd be interested. The fact DO Frankfurt and Hetzner were fixed simultaneously seems odd - perhaps a HE issue?

For both DO and Hetzner, pings to Linode are improved by 30ms and the route looks much more sensible.

I haven't noticed any change with Hetzner to Virmach SJC. Transfer speed is still all over the place, from 200KB/s to >5MB/s, averaging 1-2MB. I imagine I can submit a ticket if it gets to be a real problem. Right now I'm not doing significant transfers on this route.

I'm not aware of any price increases. Do you perhaps mean the auction servers...? If yes, the prices here seem higher that usual lately, but that is simply because the supply of the cheaper server auction models is low and the supply is high. Hmm, seems the issue is back just as before. Really slow transfers from both Hetzner and DO Frankfurt to Linode Fremont. Clouvider remains super speedy.
I'm a customer at both ends here (DO Frankfurt | Hetzner) -> Linode Fremont, and have tickets open with all providers. So far nobody has found an issue with their network. I have to admit, this whole thing has become a bit of an obsession...

Very important note: To settle your invoice(s) via PayPal, you need to manually trigger the pay button in your Robot administration interface each time.

@Hetzner_OL sorry if this is off topic but do any of the Hetzner dedicated servers have 10gbit network ports the way these cloud servers do? That can be very useful for clustering within the Hetzner network, even if they can't get stuff to the internet at anywhere near that speed. I didn't notice it in any of the product pages, but maybe I missed some. Otherwise I hope it's on the roadmap. Thanks.
I could not find the option to make up my balance. Hetzner repeatedly let me add a credit card when I paid the bill, but in fact I was already bound, and Paypal customer service told me that they needed a direct transaction to process. Excuse me. Should you improve your Paypal options?
