You may be joking, however that may be the only way providers can effectively filter out abusers / scammers during the order process

Not really. They'll just use stolen ID scans.
Nice one. We use FraudRecord along with MaxMind, but their database is still very small. On the other hand, if nobody uses it, then it won't grow ever...

Bad idea. If an ID verification DB is hacked all sensitive data will be opened. Do you want everybody can see your passport or driver license info?
You can get one in the united states. most states have one looks just like a drivers license. As there are some people who will never be able to get drivers license, example blind people.

Here only minor impairment will make you unable to drive, such as daltonism or hearing impairment to one ear under a certain level. 18 at least, including for motorbikes.

In the Netherlands, for example, you have to have an ID card from the age of 14 - and you are required to show it when demanded by a police officer or similar, if it's "reasonably necessary to assist in law enforcement" (this is the actual legal definition, there is no further elaboration on what is 'reasonable').

Absolutely sure. In Bulgaria, once you get 14, you need to get an ID card. Not school cards (which are a must for kids from the age of 7).
