I will say XenForo is the best.
+1 for XenForo
I was a big vBulletin supporter until vB5 came out but find myself liking XenForo
Vanilla
said no one ever
I run into XF more and more, and VB less and less. I have yet to happen upon a VB5 forum.
XenForo, absolutely!
MyBB?
If it must be free, than that one.
a forum that I visit time to time was made using XF,
but they were using nulled version.
Yeah, sorry I should have said, would be good if it was free and a major plus if I can deploy it in a docker container.
So, I'd say MyBB.
Those 2 look interesting, but idk if they're production ready; https://github.com/flarum/flarum or https://github.com/NodeBB/NodeBB
Vanilla OP!
Anyway I've kinda like Discourse as a user, though have no idea what the backend looks like. Haven't installed and played with it yet.

IPB.
+1 Xenforo also has the best templates and support imo.
PHPBB3.
MyBB for open source.
Discourse Requires 2G+ RAM, but out of box docker support. Quite popular
Telescope - Not really a forum software, but can function as one.
Nodebb & Discourse
+1 XenForo
I like Elkarte personally: http://www.elkarte.net/
XenForo. Feature rich software. I also recommend it for using at LET.
Vanilla ftw
MyBB since XenForo is $140
Flarum is good , i have it on production for a decent size forum ..
If you're into open source and likes to customize your forum (I mean really altering core files and manually patching updates), then MyBB is your choice as a dev. While not completely built using OOP, MVC (or a framework as a whole), it's pretty easy for devs (plugins and otherwise). Templating is a bit of a hassle though.
XenForo for paid, or Invision.
God damn sure. I'd recommend IP.Board to anyone starting a new forum. Used it, abused it and it rocks.
I personally recommend vbulletin forum. It would cost initial but it is good forum.
If you ever consider vBulletin as your forum platform, go with v4 instead of v5. v5 edition is unfinished, unpolished, full of bugs product.
Best options from paid forum software would be:
