To be honest, I'd place him at most on Tier 2 Technical Support, maybe even just Tier 1...
Tier 0, live chat seems like the only place where he'd be good for. That too, not on technical aspects, marketing/sales are about the only options he has.
That or he can actually start learning stuff and try again in a year, who knows?
