Let's do a little math from providers perspective: minimizing $/GB RAM, as the offer is essentially ~$6/GB. The cheapest DDR5 currently (memory.net) costs about $300/64GB RDIMM, which is the sweet spot, as 128GB RDIMM costs $960!. The max number of RDIMM slots per socket is 16, which brings the max RAM per socket to 1TB. The 9534 has 64 physical cores with 128 hardware threads. Since they don't have any offer below 1GB, the max # of vcores is 1024 per socket, which brings you 1024/128 = 8 vcores per physical thread.
BTW, 9534 is about $3000, and 1TB RAM about $4800, if they have a 25-30% volume discount, their cost could be below $6000, which could mean material cost neutral already for the first year for this fantastic promotion/marketing effort.

Though I use Ubuntu/PopOS for desktop/laptops, AlmaLinux is my choice for servers, as it's half the iso size of Debian (2GB vs 4GB) is tuned for server by default.
dnfis way faster thanapt.For installing perhaps, but for updates no as cleanups are time consuming on alma. Also depends on server

dnf uses SQLite database for metadata making updates slower but offers better consistency. It also offers rollback capabilities and detailed transaction logs.
apt, on the other hand, relies on text based metadata file which are faster to parse.
