I see that I finally got it after almost 3 weeks of waiting
We purchase the product from a retailer, so we can only do our best if the retailer responds with a delay. But as already mentioned, the delivery time has not been lost.

I have been with prepaid-host for about a quarter and I am more than happy with them now. I occasionally compile some heavy stuffs, each spending about 1hr, fully loaded.
Back then the I/O on top of CEPH was a concern of mine, but to be fair, it was the only weakness of this plan. PrepaidHost really tried to help, they improved the performance drastically (from <0.8GB/s to ~2GB/s), and extended the service by weeks for free.
I am pretty happy with the service quality for a near VDS level VPS with such tight budget.
I really thank you for such feedback! Unfortunately, these problems with the CEPH were completely new to us in the scale, but that's exactly how we learned a lot and were able to improve as mentioned

We are currently still operating very few 7402P systems in our cluster. The migration of the servers between the server systems is completely automatic and without delay. If you have problems with your application or use case, please open a ticket.
