@Daniel15 has this spot on. This is Low End Talk.. the whole premise here is keeping costs low hence why you see older hardware, limited configuration options, and no frills hosting advertised.
We can of course offer "high end" boxes, but don't expect "low end" pricing!

Perhaps you would be better off buying a server on UK eBay and having it shipped direct to us? We can offer some RH time to set up/install OS/etc if required. I suspect that would work out cheaper.

If you are physically located in UK then something's definitely wrong with your network configuration and/or equipment.
From RO to your website's IP and another one randomly picked from BGP announcements, I have a latency comparable to New Jersey (and there's quite few oceanic cables involved).
Not mentioning the network is kinda unstable, packet loss here and there on a continuous MTR test.

I added some of their IPs to our smokeping a while back when they made their entrance, and since am seeing rather stable latencies, without significant loss. Monitored from our network in The Netherlands.
Well, tests were made from RCS-RDS S.A., Bucharest. I doubt the IP may be reachable too much, as it's a dynamic allocation, however: 82.76.27.14

However, without traceroutes it is really difficult to say what the issue you are seeing is. I would also advise against paying much attention when pinging a random IP address; you have no idea if that device is a server/router with a decent CPU to push pings back or an IOT device with a tiny embedded processor.
Here is a trace back from here to the IP you gave. Far better latency than you were reporting, and as you can see we hand over to rdsnet.ro at LINX in ~3.3ms, the rest of the latency (all 43ms of it) is within their backbone!
(edge3.lon.uk.as61337.net is our router connected to LINX LON1)

No, dedi servers come as they are. If you want to use your own hardware you can by a complete server and ship to us.
