Plus you need to understand it's windows and Microsoft usually tries auto updates and other search indexing automatically. So it's not unusual to see high usage randomly

@Advin I have installed windows 2022 but when I tried VNC console today, I got ubuntu. How is that possible?
Maybe Windows is still installing? Maybe you broke shit by constant reinstalling and Windows reinstall never started?
Ticket them and if you want to pressssssure provider to provide faster ticket responses (because they slacking!) then include ticket number in those messages, even if you posted it 3 posts ago. People are lazy, by default and they don't remember what they were talking about few hours ago - you have bigger chances for someone to look at your ticket if you provide number for easy copy-paste rather than making them scroll back/going thru PMs or anything like that.
It is likely that someone has already seen your ticket and has reinstalled it to Ubuntu so that we can prepare a fresh install to Server 2022. Ubuntu is usually the default OS, so that's likely why it's been set to it.
I got a similar issue on AlmaLinux 8 , my case was high CPU , the server is installed with Plesk , and completely idling , not in use , but constantly showing load average more than 2
and not sure why it also comes with qemu agent and rpcbind...
QEMU Guest Agent is added because it is integrated with the panel for certain functionality. RPCBind was not manually added by us, and likely either came bundled with the cloud image or was a dependency for a package.
The only packages we install are cloud-init,atop,htop,nano,vim,qemu-guest-agent,curl,wget and we just change some sshd settings to allow root login and such. Those are the only modifications we do to the templates (other than Windows which is different).
We use the Cloud images for every OS that supports it.
Also, regarding the performance issue, do you have a ticket #?

well , I actually submitted a ticket at 31th, Dec for cancellation and refund since it was within 48 hours (not sure if I am still qualified for that or not, it was my 3rd attempt to try your server , first two I just cancelled and let them expired)
it always gave me kind of different weird issue (probably due to template )
the server itself is cool but the template is just weirdy and no ISO installation
I can still try to re-create the environment and ticket it in if you wish to check a bit though.
Check in Event Viewer for error like your machine name is same as other PC on network. This can also cause shutdown.

The Windows templates are installed directly from the ISO. We do the following on most of them:
The QEMU Guest Tools/Agent is needed for password setting and automatic network configuration from the control panel because Windows doesn't support Cloudinit.
If you can ticket in or give me a ticket number that would be nice, I'd be willing to refund you and give you a free month of service to try out your application (perhaps on a different node?)
We can mount a custom ISO on request, just link us the ISO and we'll mount it.
