So after a little research, I found out that Cyprus has a pretty nice computer crime law. Cyprus incorporated the Convention on Cybercrime of Budapest into their municipal law. (Law 22 (III)/2004). The DDoS attack is actually a violation of the "interference with computer data" (Article 4) and "interference with a computer system" (Article 5). Using a botnet is then a violation of Article 6 (mis-use of devices).
Anyone attacked should report the crime (the Cyprus Police Computer Crime Unit accept reports from foreign entities) by phone (2267474), postal mail (CyberEthics Hotline, 5 Promitheos, 1065 Nicosia, CYPRUS) or email ([email protected]).

@vedran I'm sure the cops will pay him a visit eventually. Heck, the FBI seems to be interested in tracking down Anonymous and has even asked foreign governments to arrest their own citizens for past attacks. Why not pass the information of a "high ranking Anonymous" member onto the FBI?
