If you're looking to rent, be aware that ARIN LIRs are not able to create orgs for non-members etc.
FreeRangeCloud.com does some ARIN subs; although you can generally pick up RIPE and APNIC subs on the cheap. cough look down cough

What's a RIPE /24 lease go for?
For VPS clients with port 25 blocked by default, no Tor Exits, and not part of our VPN service. We've got a range for that stuff already.

You might be lucky with some ARIN members wanting to offload space cheap in the next week or so.
Isn't it against ARIN Policy though? Reallocation is only meant for downstream customers, aka if you are the ISP and a customer has a dedicated server with you.
Not sure about Policies of the RIR (didnt read) all I am guessing that in reality when there is more supply the prices might come down a touch, and ARIN redistribution == more supply (for a very brief and short time)
Lets see if next week we will have providers here saying they have ARIN space available
