I don't think @Neoon is doing activations right now for the same reason mentioned in microLXC's thread. However, to answer your question; from the NanoKVM website:

Tried many times, always get "Registration rejected" with or without vpn. Is there any bugs?
Due to the recent flood, especially from China, new registrations are blocked as of right now, VPN's where always blocked, nothing changed there.

Not all, but 99% of the spam requests right now are coming from China, because someone linked the site on some Forum, which I am not going to mention here.
