Well, my VPS has packetloss since 1 week+, at random times, you are unable to fix the packetloss since 14 hours. I asked nicely for a refund, which as declined.
My patience ends at some point.

If I correctly recognize you (because here you don't want to write IP or another data by my requests), as I see one request was about refund for last 3 days, so ticket #170679 its yours. And as was answered, we see periodically packet loss on cn41 and it was resolved today. And about refund we ask your additional question to check it and its not declined. If you can please give me ticket number or screenshot where is declined refund?
As I see you still haven't figured out my answer. Answer was about words "Chinese users", so user instead write about his problem wrote about "all Chinese" users, and if you look on this you see it. And we never ignore any individual requests.

The big packetlosses are gone, but still its a small background packetloss with 2-15%.

You can try to replace location to DataLine (its directly connected to CN2 too).

I requested cancellation + refund (within the 15 days). Among other reasons, for lack of the advertised IPv6 service (might be some issue upstream at Adman; not my problem).
As a matter of answer, got a request to ping two IPv4 addresses at two DCs.
Did it, even though it's absurd.
New answer, I should ping the aforementionned addresses from my home IP instead.

You was asked to ping it from your local IP to check if DataLine is good for you and in DataLine IPV6 is present. And you can in 15 days from your buying date request refund from your PayPal account and it will be returned as wrote on our site.
AFAIK "Dataline" is not located in the Novosibirsk/West Siberia area.
If a customer chooses a service advertised with IPv6 in Adman DC/Novosibirsk, providing a service with only IPv4 in Adman DC/Novosibirsk, or with IPv6 in a different distant DC is not satisfactory. Hence the refund request.
From my Paypal account, I do not find the "request refund" button. All I see there is a "Dispute" link next to the transaction, but I suppose it's not what you have in mind.
Create dispute in this case in PayPal - its no problem for us, refund will be maked.
