Myself manage or familiar with the owners of dozens Chinese VPS recommend organizations as well. The blacklist will be spread as much as we can, though blogs, forums and chatting groups.

Well, OVH can easily avoid being abused by Chinese clients through making clear restrict in resource via technical ways, but not do some activities easily to be abused like '72TB storage server for free in 1 month', not even ask for their clients' identities and filter through their nationality.
