No server can handle that, not even Intel Platinum CPU's. You're simply expecting too much.
Besides, if this is purely to generate/fake views on videos and the likes (like it sounds like), then you're going to get the range blacklisted mighty quick.

With a budget of $40k/month, it might be better that you spend some of it to get professional advice instead of asking here.
Just get a bunch of dewlance vps with autoboot and call it a day? Solid solution, there's even a YouTube video showing you how to set up the bots.
if you have said budget, where is the problem in just renting that ovh dedi you mentioned yourself already with some IPs on top and see how far you get. it's going to be your only option anyway.

If you need Restream Downstream you will can use youtube-dl tools which allow you do that with less resources .
+even you are making a bot it's not necessarily running all 20K tabs Simultaneously e.g open 2k tabs each 10 min so the 20k will finish 1 hour and 40 minutes .

I never said, nor do I think all Vietnamese are scammers. I have many clients from VN and they are mostly wonderful people. My point was that this type of scam seems quite common from VN. It has been the case for over a decade. Basically anything that generates lots of 'views' / 'impressions' / 'clicks' that have any kind of reward structure has long been exploited by scam groups, and to my knowledge they have largely come from VN.
Likewise E-Mail scams apparently seem to come from Nigeria.
And more recently there are a bunch of Facebook / Shoppify scams that seem to be coming mostly from Hong Kong. This says nothing of the general population. Just different types of crimes/scams seem to be more popular in 1 region over another.
In the 'legal' world, the culture of charging back seems to be mostly common from China. Again, that is not to say that Americans don't do it too, it's just far more common from China.

This is significant budget. More than enough since you're basically budgeting about $36 /VPS. In which case you can go with just about any provider anywhere in the world.
If we assume 2GB RAM, 1 IP address and 20Mbit per VM, and assuming 10% overheads, you're looking at 2445 GB RAM and ~25Gbit/s connectivity.
Assuming 128GB RAM per node, and using Dual Xeon E5, that's about 20 nodes. You can buy that for less than $40K. So you could probably rent it for about $4k /month.
25Gbit/s from HE.net, which I assume is sufficient, is only about $3 - $4k /month.
5x 24 (or 1x /22 + 1x /24) = ~$1k /month.
Realistically you could get everything for within $8k /month.

get atleast 2 GB memory. but it may not work with netflix, you can test create 1 server from each company

Any end-user who looks for advice on LET with a $40K/mo budget is either lying or has absolutely no clue what they are doing.
go for hourly VPS (like AWS spot instance or similar) then automate them. Gonna save you a lot even to generate such viewership. Again there're firm who does this for you for far cheaper price.
