sorry if I don't know where us west is at so if I am wrong about not having any nodes in us west please forgive me(as I don't really know where us west is at unless you just spell it out to me.) proxy will be allowed on any of my nodes that the dedicated server provider allows....I am pretty lenient on anything as long as it isn't illegal or gets me in trouble with the dedicated hosting provider.
