He doesn't mean the CPU abuse. He classifies Hitleap Viewer as abusive since it's a tool to cheat ad networks.
It is not an illegal application in the United States of America, therefore the decision whether or not to allow it is at our complete discretion.
Take porn as an example. I personally think it's immoral, however it's not illegal and allowing it makes us money, therefore we treat the content like any other.
Hitleap is treated like any other application that's legal. Allowed as long as it doesn't abuse CPU.

Not that it's any of your business but my religious affiliation doesn't agree with the purpose for porn's existence so I personally don't associate myself directly with porn, but make no judgment on others' decisions based on respect for their own choices.

I wasn't giving advice. The implication was that if you allow Hitleap, it's likely you'd also allow other abusive services, resulting in rapidly dirtied IP space.
You were very condescending in providing a scenario comprised of irrelevant details pertaining to a hosting environment different from the one usually discussed on this forum, so as a result, I'll point out that even in your scenario cPanel/WHM has nothing to do with high CPU usage. If I installed a LAMP stack via aptitude, and ran an uncached Wordpress site, the result would be the same; Hosts DO ban resource intensive applications.
Since I quoted Serverian, I'll use him as an example. (sorry?) I know that VPSDime kills Webalizer processes by default. As a client, being told that this results from very high IO usage with default configuration options, it's nice knowing that my container's performance won't be affected by things like this. Is it necessary? No, I'm sure it's not. It contributes to the well-being of all clients though, since I'm sure the restriction would be removed if you asked/needed it to be.
Finally, please stop personally attacking me, and turning threads into personal debates. As a result of you aggressively following my actions on this forum, I've concluded that you have some reason to dislike me. Acting civil in the presence of somebody you dislike remains a valuable skill; If you'd like to insult me, there is a personal message feature built into Vanilla that you can use.

I think that OP does not even say the whole truth to us about the issue. What does it mean "combined"? GVH did not (as OP said) suspended the whole account but vps (so, individual vps's).
Question 1: What was the load of each of the 20 vps that had been suspended?
Question 2: When OP says "combined", does he mean that he asked GVH to combine the resources of the 20 vps to one (e.g. 20xCPU allocation, 20xMemory, 20xHDD)? If not, then we are talking about 20 individual vps's, so, 20 loads over allowed cpu usage.
Question 3: In previous thread, he complained about other respected providers because they also suspended his account due to cpu abuse, because of the hitleap. What did he installed or used different to GVH, so, prevent the same happen to his new provider? He obviously saying that because GVH did not suspended from the start, as WLS or Hostnun did, he gained the wright to demand no-suspension policy, although he abused the nodes...
Question 4: What OP is trying to say by that? "WHEN I ORDERED 20, I SHOULD HAVE 20 TIMES THE RESOURCE WHEN I GENERATE 20 TIMES THE LOAD". No, my friend, when you order 20, you should have 20 vps with 1x allowed load. Not 1 cluster with 20x allowed load. If you want something like that, order a dedi. GVH has dedis, too, I think mutch lower than 100$ you claimed you lose...
Bottom line: IMHO, no, GVH should not refund this guy and, If OP didn't cancelled the dispute to paypal, he should report him as fraud to protect other providers OP may hit their door.
Also, he could unsuspend as a sign of good faith the VPS's, only if OP could promise that he won't abuse the node again.
LOL, you think this guy was paying monthly? That $100 he paid is most likely for yearly plans.
20 servers for 5$ each yearly (100$), is chippie cheep even for GVH! Their cheaper plan I remember, was something like little lower than 10$ yearly for 512MB. Who would buy 20 of them (obviously on the same node, if bought simultaneously) to run hitleap and max it to the edge? And then, claiming about the suspension? As others said, epic fail!

If you're going to disrupt the services of someone else (including using the whole port, CPU or RAM of the server with the knowledge you are doing so, then get a dedicated server and have courtesy for those who share your resources.
Being honest, because you have 20 doesn't mean you get 20x anything, they're all individual and therefore if you max one, the other doesn't theoretically cover the usage... therefore 1x 100% doesn't mean it's shared between 20 of your vps.

A bit offtopic: Why does Hitleap cause so much load? All it does is refresh a website every 10-60 seconds
HitLeap => Windows => Internet Explorer => Temporary Internet Files => Disk I/O => Load
IIRC it creates a lot of disk I/O due to IE temp files..

You could try using a Ramdisk for the IE cache (or disabeling it completly). I can't imagine it being very big (50-100mb?) so that might be a good tradeoff to make
