Online.net offer 1Gb/s ports with 150Mb/s SLA whilst OVH offer 100Mb/s ports with no SLA. That is the connection your server has to the internet.
Seems some of us are more fortunate than others in their system. I've not waited for a system since my verification upon my first signup back in the day on kimsufi.ie.

Mine's still in progress. I have a validated no-VAT account with two already active 2013 KS-1s in France so it's definitely not validation holding everyone up.

I got the KS-1 box in instant, order at July 12th and provisioned 120 seconds after paid it.
