  Saw you're looking for something small in Japan. We've got servers in both Tokyo and Osaka, so either location is an option.

  Orange VPS is ok. I bought one when their 10.10 deal when it was on.

  Or you should wait for black friday a few weeks later. I've heard @SmartHost and others are going to do a good deal.

  At this budget range your selections are mostly limited to softback or IIJ routes.
  For CM, Level3-CMI is another option, but the latency and link rates are not guaranteed.
