They are just a broker/marketplace and its the defaulto place most people go with unused space, so it tends to be the cheapest
You cant use your own abuse contact, and they can terminate if you abuse too much and never resolve it. IP holders can also kick you off with barely any warning.
It averages in the 70s publicly but majority of the time you can get 60s and 50s if your willing to wait and or use support to try and negotiate a deal, you can get better odds with a commitment or prepayment (and commitment)
I would always recommend signing a commitment so that you have better odds of not getting kicked off.

@itzsenu For hobby use with IPv6 only, we do ASN at 69.99€/yr plus a 19.99€ one-time setup, with a /48 IPv6 included. Maintainer, RPKI, ROAs and rDNS are self-service in our panel. IPv4 PI isn't something we offer.

@Obelous The price is the same for everyone. Inside the EU it's a gross price with VAT included, outside the EU the same amount is invoiced as a net price without VAT.

If you are in India going directly with irinn would be the cheapest on annual basis for roughly 400 USD annually(400 one time joining fee) you will get /24 ipv4 + /34 ipv6 and asn. There might be some catch here and there but I am not aware of that, I was going to register with them but the 800USD upfront is something i can't afford.
As I understand it RIPE NCC charges a $50 one time plus $50/year nominal fee. It used to be only one-time, but they really don't want to have more registrations outstanding than necessary. Sponsoring LIRs add a reasonable service fee on top of this.
Which, by the way, is something to note. RIRs are trying to keep registrations down to the necessary amount to avoid routing table bloat. You need to justify why you need one. Usually, if you have two upstreams that is enough justification.

I am contemplating the idea if leasing /24 in RIPE NCC region.
Basically to avoid IP limit per dedicated server with out current Provider. (by having our own IPs)
Can someone guide me here what do we really need to lease IP space. (I don't think we need ASN for it). We be happy if our info shows up in whois (or the provider wants to keep his), but we need the IP location to be Germany (our Dedicated server are in Germany)
Happy to do long term commitment (and pay semi-annually if possible for the right price)
