There is no registrar on the internet that will continuously ignore your DMCA complaints.
Get a .st domain, register it directly with the nic.

A domain is only as resistant to outside pressure as the registrar and the registry. Even if Shinjiru might throw DMCA notices in the bin, if it's a .com, they can just go to VeriSign (a US company) and have the domain pulled there.
This is the way.
Find a TLD (usually a ccTLD) operated by a country that will not fold to pressure. Depending on what kind of pressure that is (copyright, censorship, regulations), pick your ccTLD accordingly. Check where the TLD is actually run from. A lot are run by US or UK companies, which are not likely to withstand pressure coming from US, UK, EU or similar.

Likely ok, if the pressure is coming from US side. Just bear in mind that soon there will be a mandatory KYC for all RU domains. And I am not sure how they will do it for non-RU residents.

i would not recommend alexthost nor shinjiru for dmca domains.
there are more better options. try Russian or Chinese/Hong Kong companies.
If you plan to make a website that criticizes Putin or posts Russian copyrighted materials? Probably not.
For almost anything else? Probably won't buckle to outside pressure.

Yeah, I heard it as well but was not sure whether they introduced something for non-RU people or not. Well, it is getting more and more difficult but probably not impossible.

Giving OP some benefit of the doubt, DMCA can be weaponized to for example try to suppress critical views on copyrighted works. DMCA isn't a a court of law. It doesn't mean guilt. It just means someone is of the opinion that your content infringes on their intellectual property.
Fighting back against spurious a DMCA claim is much harder than filing a DMCA claim.
So if you're at risk of hostile/malicious DMCA claims, it can make a lot of sense to seek non-DMCA hosting and domain registration, without necessarily actually infringing on intellectual property.

Yeah the comment above's right — no registrar ignores DMCA forever, it's just about how fast they fold. Alexhost has been okay for offshore stuff historically but I wouldn't put anything important on it. Real lesson: keep backups and a spare domain somewhere boring, you'll need it eventually.

But there are registrars that are overzealous. There are registrars that will take down domains because someone complained, and there are other registrars that will answer subpoenas and court orders but don't make it their problem apart from that.
The same for registries. Btw there is a difference between registrar and registry.
Someone in Russia will surely make a business from reselling .ru domains.

It used to be you just needed a passport number to register .su (and .ru), and they didn't exactly validate. A lot of domains held by passport number 123456789...

My username is oddly relevant today.
Not a single domain provider can be dmca ignored. we saw several big domains names put down due to copyright issues. including fmovies.to (people thought .to is safe but not)
