Looking for network-optimized VPS in Fennoscandia and Europe
Hi. I’m looking for the network-optimized servers. Approximate locations: Sweden, Finland, Norway, Germany, France, the Netherlands. Finland and Sweden are particularly needed.

The servers are needed as VPN nodes. I try to ensure the provider's security - I block popular insecure outbound ports, and logging is enabled by default. Torrents are blocked unless explicitly permitted. I am ready to interact with the provider and implement additional policies if necessary. Overall, the audience is straightforward - they just want to use social media and read the news - and there have been no issues during the project.

Nobody likes VPN much.
There's lots of Swedish providers, just not necessarily here, or willing to host public VPNs.
PRQ is not what it once was, it was sold multiple times. Their prices are not very good compared to other Swedish providers.
This is a commercial VPN; you must pay for access (and anonymous payments are not accepted). But I understand the concerns; I’ve outlined the security measures in place and my willingness to assist in the event of any potential violations.

I have no intention of competing with them. My goal is to provide people in Ru with access to the open internet. Services like Mullvad are blocked in the country at the protocol level, and their IP addresses are also blocked. None of the major services really work there. Basically, these are completely different markets. This isn't a service for journalists or others who care about a zero-log policy or false promises of privacy (I'm not saying Mullvad makes those promises). The goal here is to hide everything from the Ru government.

I do run a service like that as well, for certain individuals and I have fuck all knowledge about them, so in the worst case, there's nothing that can be obtained one way or another.
Unfortunately, this is necessary in order to provide access in the first place, expand the range of available providers, and obtain favorable terms. As has already been mentioned here, people don’t like hosting VPNs. Short-term log storage can offer confidence and trust. And it provides protection in case of any issues. The data is not analyzed or sold. I don’t see a problem with this, especially since the modern internet is already protected by HTTPS encryption, and I couldn’t possibly have access to the transmitted data itself—not even in theory. Of course, I won't share this with anyone, and disclosure is possible only in the event of a violation and upon receipt of a valid legal request. I think this is a perfectly fair policy. Many claim to have a “zero-log” policy. But how many of them actually follow it? I can disable data collection. Then, when the hosting provider comes to me, I’ll say I don’t know anything either. And they’ll just shut me down, because the hosting provider doesn’t want to take risks it can’t control either. For my scenario, all of this is an unnecessary complication. I need to protect people from the Ru government, not from everyone else.

The concern here is you're fucking with a state, if you anger them enough, they will come for you and given that the people live under their influence, that's the only concern there when they obtain the data.

I would not choose solely by country or advertised port speed. Ask each provider for test IPv4/IPv6 endpoints, upstreams, peering information and written confirmation that the commercial VPN use case is accepted.
Run MTR from the actual user networks during both peak and off-peak hours. A well-connected node in Denmark or Northern Germany can sometimes perform better towards Sweden or Finland than a poorly connected local VPS. Also clarify abuse handling, DDoS policy and whether the 5 TB allowance is outbound only or combined.
Yes, of course, geography isn’t the only factor. It’s just that, based on my experience, all traffic to Europe goes through Sweden, so that’s where I looked first. But of course, other options are being considered as well. Looking Glass for every provider!
5 TB minimum for outbound traffic; combined traffic starts at 10 TB, respectively. The anti-abuse policy is strict; I proactively restrict certain potential violations, and if something does happen, I’m ready to respond quickly, analyze the incident, block violators, and implement new policies to prevent similar cases. In addition, I’m reviewing the Terms of Service (ToS) regarding the ban on hosting VPNs and will also contact support.
