Just wanted to add that Layer7 also has a rather cheap dedicated server that would meet OP's requirements at 19.90€/mo (cheaper when prepaying longer) + VAT.
While I haven't used Layer7's VDSes, I've had only positive experiences with them in general and can definitely recommend them.
Spendy, but matches your requirements minus being dedicated cores. I've never heard of anyone complaining about CPU steal, at least. BTC, BCH, XMR, and USDT payments.

I would only recommend our VDS platform if you're going to saturate more than 50% of your CPU over a 24 hours period of time, other than that our VPS platform has extremely high performance.
So this means your CPU usage can be at 100% for 12 hours out of the day and 0% utilization for the other 12, just a simple way of putting it.
