However, Greencloud has less vCPU than you ask.
Just giving you options, I myself had not used any of those services.
Just wanted to add that Layer7 also has a rather cheap dedicated server that would meet OP's requirements at 19.90€/mo (cheaper when prepaying longer) + VAT.
While I haven't used Layer7's VDSes, I've had only positive experiences with them in general and can definitely recommend them.
