  It's possible but that's really stretching it, and you aren't going to find any really good CPUs at that price range. The biggest ask there is 6-8 GB RAM.

  What development will you do? if just hosting some files or web app that not require intensive CPU then it possible at that price, but you will need yearly contract AND proper backup (cheap provider usually not come with reliable service). If you dev something that consume much CPU power for a long time, you need VDS at much higher price, not really possible with your budget.
