If you are brave enough, @DeluxHost or maybe have a look at the @24fire warehouse, they currently have the exact specs for 4.41€, which is slightly higher tho
It's possible but that's really stretching it, and you aren't going to find any really good CPUs at that price range. The biggest ask there is 6-8 GB RAM.
