First, budget
Low as possible around 100euro ideally but open to suggestions.
Yeah, should be somewhat possible. At the very worst you could go with a RISE-3 at OVH. 12 core Ryzen 9 5900X, 32GB RAM, plenty of disks (if you are OK with 7.68TB you could even raid10 them i guess), 1-3G port at $102 and currently no setup costs. Not exactly 2G though without paying a kinda heavy premium.
