First, budget
Low as possible around 100euro ideally but open to suggestions.
Yeah, should be possible. At the very worst you could go with a RISE-3 at OVH. 12 core Ryzen 9 5900X, 32GB RAM, plenty of disks (if you are OK with 7.68TB you could even raid10 them i guess), 1-3G port at $102 and currently no setup costs. Not exactly 2G but given that at this price you won't get dedicated bandwidth anyways being able to burst to 3G might be even better in the end.
