[WTS/Advice] Looking for a stable/low-latency VPS for CN direct connection (Budget: <$4/mo)

Hi everyone,
​I am looking for a reliable VPS provider that meets the following requirements:
​Budget: Strictly under $4 USD per month.
​Network: Must have optimized routes for mainland China (CN2 GIA, AS4837, or AS9929 preferred).
​Performance: Looking for a stable connection during peak hours.
​Payment: Supports Alipay/WeChat Pay (highly preferred).
​Usage: Personal proxy (VLESS + REALITY).
​I am aware that low-cost plans are often out of stock, but I am open to any provider that is currently available and has a decent reputation for stability.
​Does anyone have any current recommendations or a specific provider that fits these criteria? Any help would be greatly appreciated.

    Packet loss rate depends on time of day and which network in China you're connecting to.

    My Smokeping shows, in latest 10 days, the average packet loss rate for Tcpping was 0.96%. (20 times per minute). The outbound route is 4837, and the return route is 9929.
    The same probe recorded a rate of 0.93% for optimized XTom SJC, which has both inbound/outbound route AS9929.
