Also this is a cheapest VPS server, we can't guarantee that will have always good performance. Since it have low resources and the low pricing also attracts some "abusive clients"
If this still happening, try to request to move to other node.

No, the problem is that the virtual CPU is spending 47.7% of it's time waiting for the host CPU to allocate cycles to it (as indicated by 47.7 st) in spite of the low idle load, which indicates that the host is either massively overprovisioned, or has some abusive VMs that are constantly slamming their CPU and preventing other VMs from using their fair share of compute time on the host CPU.
At least now I know not to renew it.

A few percent steal is normal on shared/oversold nodes — under ~5% I wouldn't worry. Consistent double-digit steal means the node's packed and you're fighting neighbors for CPU. Worth running
vmstat 1over a few hours at different times to see if it spikes during peak. If it's always high, that's a node problem, not yours.I still don't get what you expect from an €11-a-year VPS. People who complain about these servers being slow shouldn't even think about opening a support ticket or whining. (just my opinion

and you will see that he already open a ticket, just 3-5 comments from you "worth time" you will see that people already would be okay with 5-7 cpu steal in this vps prices

No, this is not an okay st% rate, whatever node you are on, its' oversold or someone on the node is abusing the resources, in cases like this if it's a clear abusive behavior the host should rate limit / cpu limit the offender.

I completely agree, but such a low price can never justify a “decent” service (in my opinion).
There are too many costs involved; selling a service for $11 a year means you’re literally breaking even, if not losing money.

However, if what your sell, its barely usable, because of CPU steal, packet loss or whatever, its your task to fix it.

You're blaming users for a provider's failure. They should stand behind what they sell and ensure it can actually be utilized. By telling users that they shouldn't expect a usable service and shouldn't submit a support ticket, you're saying that provider doesn't need to do that. From my perspective, that means it is possible you would act the same to your own users.
If sharing an opinion counts as "attacking" someone, then my bad, though that definitely wasn't my intention.
That said, I completely agree that the provider is to blame here.
They are selling service XYZ on paper, but delivering something entirely different.
It honestly feels like one of those social media ads promising you'll get rich quick with a €500 investment.
I didn't say you were attacking anyone, I said you were blaming them. It seems like what you're trying to say is "you should have known better than to buy that garbage", which I agree with to an extent. I just really don't like the tendency for people here to use the cost of a service to excuse providers from the need to provide said service. Hosts need to get roasted when they don't meet their obligations.
