Also this is a cheapest VPS server, we can't guarantee that will have always good performance. Since it have low resources and the low pricing also attracts some "abusive clients"
If this still happening, try to request to move to other node.

No, the problem is that the virtual CPU is spending 47.7% of it's time waiting for the host CPU to allocate cycles to it (as indicated by 47.7 st) in spite of the low idle load, which indicates that the host is either massively overprovisioned, or has some abusive VMs that are constantly slamming their CPU and preventing other VMs from using their fair share of compute time on the host CPU.
