That is not how it worked around here. If the modem was plugged in and was connected nothing else would work. If it was only plugged in it was just that nothing would ring while the modem ignored any calls (well there was nothing running that would have been able to pick up) so nobody could call.
Me and poor modem were in constant danger of lynching until finally ISDN came around after which it was just me who was endangered by the scary telephone bill monster. Crazy times lol
