i'm new to how deals work in let/leb vps land, are all deals from all providers include a unspoken rule of availability on purchase (e.g. 2 in stock) is not equals to immediate stock that will be delivered asap, there will always be a waiting time for vps delivery time.

Here is a quick TL;DR of the whole conversation:
The Problem: You bought a server in Utah that was in stock when you paid, but after your order had to go through additional verification even though payment went thru on your end, the company ran out of IP addresses for that location.
The Options: Support asked if you wanted to switch to a different location or wait a few days for them to get more IP addresses, but on subsequent message it became a no timeline wait.
The Fix: After checking the available server specs, you chose to switch to a server in Canada instead. Support set it up for you right away, and the issue was resolved!

Well, the only unspoken rule of LET is that all VPS come with autoboot technology, so if you mean that you are 100% correct.
Edit: There is obviously also debian thx but that should be pretty much self explanatory.

In my view that could be treated as a pretty positive review of Greencloud. ( @NDTN @haodo )
You got a promo deal which likely does not make any profit for them. Their support was friendly, helpful and replying within a few minutes. You were informed why the deployment couldn't take place right now and even offered an alternative (in Canada). And everything took just an hour.
The only thing greencloud could do better here is to restrict orders if they ran out of IPs in a given location.
From their docs, they seem to mention provisioning within 2 hours, but not sure if that even applies to promo plans.
