They did some kind of scheduled thing that required both my free London instances to be rebooted. Not sure what they've actually done, but it's caused litefs to behave weirdly now, so instead of terminating immediately if another instance is already running and so it can't bind the port, it now sits around consuming a ton of CPU.
But as for network throttling, I guess nothing has changed for me:

It appears this is not an isolated incident; much like the previous free AMD VMs, these too will gradually face restrictions.
Singapore ARM here, definitely capped to 50mbps. Seem like upgrading to PAYG is the way forward?
Mine is PAYG and is not capped so that could be it.
Mine in Tokyo is not capped either, PAYG account with free resources only.
I remember someone saying free tier accounts were allowed unlimited transfer because they don't have a payment method, while PAYG accounts would get charged for egress after 10TB/month... Perhaps they wanted to close this loophole
to add up in the "not me too" list, neither of my 2xARM or 2xAMD free instances are 50MB limited, zone sa-sao-paulo-1.

Ok, I rebuilt it using the option "Send diagnostic reboot" after upgrading to PAYG and it's not capped anymore.

“Free” doesn’t mean people can’t discuss limitations or changes.
If a topic isn’t interesting, it’s always an option to just close the tab. Most people do that.

it seems to be inconsistent - others on PAYG are claiming reduction too...
i still remember my boss paying 10.000 euros per month for a T1 1.5 mbit connection. Now you have a 50mbit for free. crazy times we live in.
As a member of the earliest cohort of Gen Z, I recall when our family first got broadband back in the sixth grade; at the time—coming from the era of dial-up—a 4 Mbps connection cost roughly $180/y.
Fast forward about a decade or so, and our broadband bill remains around $190/y, yet it upgraded to a downstream speed of 1 Gbps.
That applies to home broadband; however, Oracle previously offered its Free Tier ARM instances bandwidth speeds of up to 4 Gbps—a figure that was, at the time, simply unimaginable.
Johannesburg, South Africa capped to 50Mbps. Started on the 19th for me. ARM instance free tier.
Upgraded to PAYG plan which charges 93 Euro once off which is R1865 South African Rand give or take. Did a diagnostic reboot and the throttle is gone. Just need to make sure I stay under the 10TB egress traffic, or it will start billing me for usage.

No. My ARM is affected too. Both ARM and AMD. Tried with separate VNIC. Still the same.
What's strange is that my instance London despite being notified about maintence which was carried that hasn't been throttled - I still have full speed.
