No one knows yet, however, it seems like they want to push you to use and verify through https://www.gosuslugi.ru/ which you'd probably need to register.
Sure, but .ru is also heavily used legitimately by Russians. Not many people use .su for legitimate purposes, even in CIS countries. It's like .cn: I've only received a handful of legitimate emails from a .cn domain in my life and plenty of spam from them, but .cn also has a massive base of legitimate Chinese users. I consider .su to be a lot like .top.
It's not really used for simple email spam as much as for C2s, phishing, illegal or sketchy businesses, etc.

Only citizens of the Russian Federation or those who are physically located in the country and can personally come to the office can register on the Gosuslugi portal. Registration is not possible from outside for non citizens.
Recently, the use of phones and SIM cards registered with foreign citizens has been restricted in the same way. Everyone was temporarily blocked before verification at the office. It is now impossible for those who are abroad to use the connection without confirmation. Nothing has changed for Russian citizens.

In ru this will immediately take place, domain price will increase due to this. So called "кормушка".
The question is, if one of those domains ends up being used to post that the government or president are not all that amazing, who is going to jail then. It might very well be the "trustee" who has local presence and people inside the country.

Prescreening of domains and sitewide scans will undergo despite anything. And to turn off ru controlled domains is easy as registering them. Treat it like LAN. Total control.
People should treat .ru domains as throwaway domains, like people use throwaway email addresses.
Besides local real use cases for .Ru, globally it's always been a shite extension.
