We are looking for an IPv4 /24 PI / Legacy in RIPE
to take over, so for purchase. Location NL - EU.
That is sadly not possible via the legal route. Best way would be setting up a legit company which is a lot of work for just an ASN. Your full legal name or company will always be used for the ASN, not that I encourage it but your home address can be changed to something you want but from my knowledge this goes against RIPE's ToS. You can always use a working PO box but that still leaves the issue of your legal name.
If you want to announce a /44 to the public Internet, you might be able to find a provider willing to allow you to announce it to them via a GRE/Wireguard tunnel with a private ASN and there are many people giving away free IPv6 ranges or against a small fee. This way you can announce prefixes without getting an ASN or having your public information on the Internet but it will result in that prefix showing up under the providers ASN when looking at bgp.tools.

that will be okay as I cant find anyone that can provide /44 , im looking to split it into a bunch of /48's! Will keep an eye and ask around if anyone can offer this.

The smallest subnet you can use yourself is /24. Otherwise it's assigned to you on someone else's network.
I think you are mixing IPv6 that he requested with IPv4.
