If my memory serves right, these are recurring discounts.
They have not completed full network upgrade for every switch in the DC yet, that's why you can't have IPv6 on some servers. You may be able to request to be placed onto a IPv6-enabled switch but it seems quite YMMV at the moment...

This is a really good deal. The BF flash deal I got was 16gb ram and 10TB bandwidth for the same price. I think it was supposed to be HDD not SSD as well, but I did get an SSD. I'm a little salty that mine has so much less bandwidth.
