Nowadays many providers allow IRC, because we are no longer in the old times, while IRCd server software is more secure with more features. All you have to do is check the terms of service and acceptable use policy of the provider you might want.
Before opening another IRC network, please note there are many IRC networks which are barely used, since IRC is not quite popular in an age of social media. Your project might not need to start a new IRC, instead you might be able to use an existing one.
I actually recently bumped into some host prohibiting irc/d in their terms and I was a little stunned, I forget who it was though. I quit hosting public ircd years ago but I still find it super convenient for lots of personal notifications.

Email, twitter, websites, downtime pings, all kinds of shit. I've been an irc kid since '97 or something and it's always been my primary interface.

Not the IRCd itself, but what connects to it (perlbot, drones, eggdrop with TCL) – those allow shell access on the server where they’re running. You simply put a perlbot on a server and you can safely turn off SSH; you can control it from IRC. And the IRCd is used as a private server where you connect all of these.
Yea what @pedala said. Most of the notifications are actually rss feeds of the actual services that a bot spits back to my irc channels. Some things are hacky python processes. All my vps & dedi spit realtime data to my irc channels blah blah.
i have seen a private trackers using ovh vps for more then 5 years without any down . buy ovh vps and installed your ircd i prefar unreal ircd . i had my own irc in 2007 until 2013 for personal use. .

EthernetServers has a lot of IPv4 outages... so if u wanna idle its not the best choice

If I remember rightly, this was a TOR switch / L2 limitation. We recently migrated to the EDGE to enable VLANs across different facilities and this should be fully resolved.

I used their services for 4 years, and the only interruption was when I received a G-line from Undernet, and their technical support changed my IP for free.
im also in undernet and im using their .US location, both and as I said there are some IPv4 outages and sometimes IPv6 but its Ok..

A lot of hosts prohibit both IRC clients and servers, even today. I suspect it's a matter of them just copying over "best practice" AUPs that were more important 20 years ago back when botnets largely used IRC and hadn't yet moved to pure P2P.

Vultr (IRC allowed, but no botnets/abuse)
Hetzner (allowed on VPS, but strict on abuse)
