To be honest, in some ways it doesn't really matter who has that power, just that it exists. And it's just a power of veto against change, not the ability to proclaim new stuff, so the power is limited to just stopping bad stuff happening (if you assume that what we already have is good).
But actually, the hereditary family stuff also works well. Not because they have any more right to that position than anyone else, but generally because they're removed from the day to day concerns of everyone else, that they generally have a more impartial view than either of the main parties. They're not going to sneak in tax laws that harm the poor or harm the rich, because all that stuff is beneath them. They just want people to be happy enough to not want to overthrow them.

Crushing is for stuff where that's the specific rule, like an untaxed car on the road. Obviously there are exemptions, like if it's only just passed the expiry etc, but if they found a car on the road that wasn't taxed, that'd be the default action. Although honestly, I've not heard of it happening "accidentally" for years now. Porbably because you have to register a car as being untaxed and off the road as well, so it'll just be cars that people have abandoned that end up being crushed normally.
