If I was you I'd activate the service again by paying $5, then come to LET and make a post for 'service-transfer" so at least you will get some money back.

also there is a chance you can get some (most?) of your money back.
In the same ticket ASK them (or wait for @NDTN to confirm here) that if you restore the service for 5$ would you be able to transfer it to someone (10$ / free) - this way you could 'resell' your server for like ~50%-70%-100% (depends how good of the deal you bought) to someone and have some/most/all of your money back.
BUT FIRST ASK THEM IF THIS IS POSSIBLE.

Didn't it instantly tell you that your request went through? How could you think someone had read your text in under a second? I've cancelled servers before, I assumed nobody even reads what I write there.
The response from GC is quite simple, pay 5$ to re-enable your serivce.

Not instantly as you said. Maybe it takes like serval hours? I could not remember the exact time. But I'm quite sure it takes some time to grant my cancellation request.
Why would you assume that? You can cancel your service at any time but it doesn't automatically mean you're getting a refund.
Can I ask for refund when my servers are idle 99.9% of the time?
Because I have paid for my service. If I'm not asking for the refund. I could just put the server in idle. Why bother writing long letters and initiate the refund process?
Cancel immediately first, then try asking for refund afterwards.
