in a nutshell: they wanna use a vps with apt update needs 10 min+ to make unfair profit

they must abuse the “vps”. If I cannot guarentee an cpu core, why dont I use shared hosting...

OP says the VPS sucks, the host says it's shared resources. I say it's very oversold.
apt-get unattended-upgradesand then you won't worry about how long it takes.I got 9-40% steal over months. I got less steal at morning till noon. Every night it's party steal

where do you see "steal time" or how do you measure it? is it "st" in top? Just curious

You mean you didn't get 100% of CPU for 1 dollar? For real?
Steal time 50% mean you got 50% of 1 core, when your vm requested let's say 1000ms of cpu time vm got only 500ms. Very simplified. Some clouds offer like "10% vCPU" mean's that your ST might reach 90%.
If you really looking for 100% of CPU usage stick to dedicated vCPUs, that's where no place to oversell (there is tbh, if some of customers not running hot their CPUs 24/7)
That's not true. 10% of a vCPU with 90% steal time would be utterly unusable. When a provider advertises a fraction of a vCPU, they are giving you the burst limit. Take SiteHub for example, who has the strictest limits I know of (25%). For brief periods, you can use 100% of that processor and CPU steal never gets above 1%.
CPU steal only occurs when resources are oversold or badly balanced.
