We are Italian-based and are forced to follow Italian laws and guidelines. If the other Italian companies you work with did not ask for this data, then it means they are not properly submitting taxes.

I believe you are trying to implement tax number system in Italy to worldwide. In most countries, tax numbers are personal and not meant to be shared with others.
For example in Ireland, we have PPS Number. Only me, my employer and tax office is supposed to know this. Same with SSN in USA.
No one will give their personal tax number to any internet company.
For example Deluxhost is Italian registered company and he doesn't ask such info when creating invoices or accepting payment.
You need to get more info about this concept before losing customers as they dont want to share their tax number with you
