Is this cpu steal acceptable?
Is such high steal value acceptable?
Performance is very bad even for the price... 11€/y
It was fine in the beginning but after few months became very bad.
After opening ticket with provider they said, everything is fine.

Not sure if I have wrong expectation...
In the end I said "If you think this is normal, please close the ticket"
Ticket got closed.

What plan are you on... Wait VPS nano? That makes sense. Imo just run a wireguard VPN and be done with it. Got it working when upgrading 12 to 13. It's snail but it works

Running apt update is taking 15 seconds while on my N97 proxmox box (running 4 vms) it takes 3 seconds, also 1core.
It's only acceptable if the recurring price is 1€/y
My rule is that if it works for what you're doing, then it's acceptable. That steal + any suspected performance concern that actually matters to you = unacceptable.
