I haven't tried with proxies but I have tried with different VPNs in different locations without much luck.
I am trying with a @NovaCloudHosting storage VPS from the Halloween offer @Nekopara shared in the first page. So far it's looking good! I set up a Restic REST server with plain HTTP to avoid the overhead of sftp (since Restic already encrypts the backup chunks), and it's now uploading at between 40 and 50 MB/sec and the speed seems quite stable. I guess this is because the server is in NL. I really hope the speed remains decent. For now I signed up for a month to see how it goes. In case I want to convert to yearly payment to lower the cost, can I still upgrade to the Halloween offer but with the yearly plan instead of monthly?
The Performance should remain similar. We are going to add 2 more hostsystems to the cluster in early december. Also, if you want to change to Yearly later on, just shoot me a DM or open a ticket and we'll change it.

If you ready to pay 10$ per month, you could take something like S3 (BackBlaze b2 $6 per TB or iDrive E2 $5 per tb or 2tb/$99/y) and you will get more faster storage. I got 100MB/s (800mb/s) to upload and 230MB/s (1840mb/s) to download with iDrive e2 in uk. Test VPS in UK too.

Restic supports S3 natively or you could use rclone and mount your storage locally.
I haven't tried the UK actually, so I don't know if I would have the same connectivity issue as with other countries. For now I am testing NovaCloud since it's only 45 euros per year for 2 TB. I am still doing a full backup of my Mac and the speed is quite good considering that the server is in the Netherlands and I am in Finland. If download speeds for restores are also good and stable, I will keep using it. If not, then I will switch to object storage for this and try the UK as location. This is for a secondary backup. The primary backup is now in BorgBase, which is in Finland so few ms from where I live and I almost max my Gigabit connection with it with both upload and download.
The 500 GB test backup finished pretty quickly, which was great. Later, I tried restoring the same data at night and was surprised to see it used almost all of my Gigabit internet speed most of the time, which is amazing. Right now, I'm doing another restore test during the day since it's daytime in Europe, and I can already see a difference-downloads are slower than they were at night, but still decent. If things stay this way, I'll message you in a couple of weeks or open a support ticket to switch to a yearly plan, especially if there's a discount. Also, is it possible to add more storage to the plan later if I need it?
