Just found this on HN. Looks fairly nice.
Nagios and Twilio/Pushover. Works just fine.
Pretty sure they do in the paid version.
Due to recent improvements I can now recommend statuscake, they're now on point to pingdom regarding reliability, at least for me.

It's much better to have some real statistics and metrics than just "is it up", if you want an "is it up" then BinaryCanary is the best thing I can suggest. Careful though, some less intelligent data centers might think it a DoS (as the lower bounds of the frequency are about 15-30 seconds between.)

hmm I have had issues with Pingdom (paid version) sorry to say.
For a low cost solution:
If your servers are on different networks u can zenoss them against each other.
+1 on port-monitor i want to say i been using them for close to a year.
