That is correct. There is no China transit to Singapore... at least not affordably...
Our US west coast data centers in Santa Clara, California and Las Vegas, Nevada, are "closer" to China's network, with an affordable price, than anything else in the APAC area...

1. Can I host a VPN for personal use only on my vps?
2. How can I enable automatic monthly payments via PayPal? Also, do you send a PayPal payment reminder/notice before the next billing due date?

To answer your questions, yes, you can host a VPN for your personal use. But our policies go against hosting VPNs to others as part of some VPN hosting service.
As for automatic payments via PayPal, we do not support that currently. We've had a lot of issues with PayPal subscription API. Perhaps in the future...
