Why would you commit for 12 months without checking their refund policy or testing it first for a month?
You can try asking OVH support for a refund
You could try contacting their live chat support. They refunded my unused VPS-2, hours after I got it and tested. (Though I only committed for 1 month)
Contact support and explain the situation and don’t forget to provide evidence of network issues (example of your test ping and trace route) as your expectation of faster speed of 1000 Tbps (example) and advertised speed of 400 Mbps is not good enough.

No, you can't have 400M unlimited in Singapore. You have 1TB.
