Previously I think most international traffic was routed to Bangkok, to Singapore and beyond. The whole Thailand / Cambodia border spat that's ongoing caused Cambodia to cut reliance on Thailand's network backbone and purchase more transit from Malaysia, I do believe.

Alibaba Cloud seems to offer $10/year plans for Thailand and the Philippines, but they rarely come in stock, especially for the Philippines
their dedicated servers are in canada and according to censys their servers seem to be OVH so i dont think they actually have any in sti lanka
