"barred" is a locked alt account.
In other words, your original account is still active, so your are not "banned", but your alt account is "barred".
Just to clarify:
The main visible difference between a banned account and a barred account is that a banned account loses its original profile pic and receives the familiar red "user involucrated" pic, whereas a barred account retains its original pic and receives the Barred tag
Banned accounts and barred accounts are similar in that users are no longer able to access them

This was an example. If you have a server in the United States, you can always refer to freedom of expression in relation to other countries due to the constitution.
It is always good to understand the customer's intention and why they are interested in that location. You may be able to win over that customer with a good conversation.
Ah thanks, I'd seen the term used a few times but there's no visual cue for the "barred" so I wasn't sure what I was missing. For example, looking at caasify I can't tell there's anything going on except his host tag is gone and you posted something on his profile.

FWIW, I have this account and @ISP, which was of course approved. The idea behind having two accounts is that the @ISP one would be for actual work related stuff and I can be a bit more lax and shitpost a bit more with this one. Biloh approved it and we transferred my Patron Tag to that account. In the future, @ISP may be used by someone other than me should I have someone onboard who I'd want to have access to such a thing, though no such person exists yet. (Similar to how Hetzner's account is shared and I'm sure other providers have some shared accounts used between sales reps and what not)
