I’m aware that Tor exit nodes can be a sensitive subject for hosting providers because they often attract abuse complaints and legal notices, even when the activity itself isn’t illegal. While they’re not automatically prohibited, they can cause operational issues since the host, not the end user, receives the abuse reports.
I’ll admit I haven’t dealt with Tor exit nodes in depth before, but I’m now reviewing the potential impact they could have on the network, our AUP, and our abuse handling process. My position is that I prefer customers to contact me first so we can discuss what they plan to run, vet it properly, and ensure it won’t cause problems for other clients.
If allowed, it would be under strict conditions and monitoring to protect service quality for everyone.
We’re aware of the technical and legal implications, and our approach is to allow it within the boundaries of applicable laws and our policies.
Just a side note, abuse complaints can originate from almost any activity a client performs, not just something like a Tor exit node. This could be due to email being sent, content hosted on our web hosting platform, spamming, attempted IP spoofing, or any other misuse of services.
It’s not a matter of being “clueless”, the reality is that, as I do not personally engage in illegal activity, I may not have first-hand experience with every specific abuse vector or tool that can be misused. That doesn’t mean I don’t understand how they work or the impact they can have on a hosting provider’s operations. My responsibility is to evaluate each situation based on the risk it poses to the network and to other clients, and to enforce our Terms of Service and Acceptable Use Policy accordingly.
We have processes in place to monitor for abuse, respond to complaints quickly, and apply measures such as suspension, port limiting, or termination depending on the severity. I’d much rather a client approaches us openly before deploying something potentially problematic so we can review it together, rather than us having to respond after an incident.
